Le dernier dossier de cette s\u00e9rie \u00e9di\u00adto\u00adri\u00adale met en lumi\u00e8re une Honte de la R\u00e9publique<\/strong> fran\u00e7aise : la sit\u00adu\u00ada\u00adtion des mineurs \u00e0 May\u00adotte<\/strong>, sou\u00advent d\u00e9sign\u00e9e sous le terme choquant d\u2019\u00ab \u00cele aux Enfants Pris\u00adon\u00adniers \u00bb<\/strong>. Ce ter\u00adri\u00adtoire ultra\u00admarin est con\u00adfron\u00adt\u00e9 \u00e0 une crise human\u00adi\u00adtaire, sociale et migra\u00adtoire sans pr\u00e9c\u00e9\u00addent, dont les pre\u00admi\u00e8res vic\u00adtimes sont les enfants.<\/p>\n\n\n\n

Le r\u00e9cent rap\u00adport d\u2019ONG, men\u00adtion\u00adn\u00e9 pr\u00e9c\u00e9dem\u00adment (Arti\u00adcle 11), a r\u00e9v\u00e9l\u00e9 au grand jour les con\u00addi\u00adtions de vie indignes, le manque de struc\u00adtures d\u2019ac\u00adcueil et, dans cer\u00adtains cas, la r\u00e9ten\u00adtion admin\u00adis\u00adtra\u00adtive<\/strong> de mineurs, y com\u00adpris des enfants non accom\u00adpa\u00adg\u00adn\u00e9s (MNA). Ces pra\u00adtiques con\u00adtre\u00advi\u00aden\u00adnent aux engage\u00adments inter\u00adna\u00adtionaux de la France et aux con\u00adven\u00adtions rel\u00ada\u00adtives aux Droits de l\u2019En\u00adfant<\/strong>. Pour un pays qui se veut un phare des lib\u00adert\u00e9s<\/strong> et qui mobilise ses ressources pour sauver les enfants ukrainiens<\/strong>, cette r\u00e9al\u00adit\u00e9 sur son pro\u00adpre sol est une absur\u00addit\u00e9<\/strong> morale et poli\u00adtique.<\/p>\n\n\n\n

L\u2019Indig\u00adna\u00adtion de l\u2019U\u00adNICEF France<\/strong><\/p>\n\n\n\n

L\u2019indig\u00adna\u00adtion face \u00e0 cette sit\u00adu\u00ada\u00adtion est port\u00e9e au plus haut niveau par les organ\u00adi\u00adsa\u00adtions human\u00adi\u00adtaires. Ann Avril<\/strong>, la Direc\u00adtrice g\u00e9n\u00e9rale d\u2019U\u00adNICEF France<\/strong>, a hauss\u00e9 le ton pour d\u00e9non\u00adcer l\u2019i\u00adnac\u00adcept\u00adable. Ses d\u00e9c\u00adla\u00adra\u00adtions per\u00adcu\u00adtantes soulig\u00adnent la grav\u00adit\u00e9 de la sit\u00adu\u00ada\u00adtion en plein c\u0153ur de la R\u00e9publique fran\u00e7aise :<\/p>\n\n\n\n

\u00ab C\u2019est une honte pour la France d\u2019enfermer des enfants \u00e0 May\u00adotte. Ces enfants sont sans droits \u00e9l\u00e9\u00admen\u00adtaires et ne vont pas tou\u00adjours \u00e0 l\u2019\u00e9\u00adcole comme tous les enfants du monde, et cela se passe en France. \u00bb<\/strong><\/p>\n\n\n\n

Cette prise de posi\u00adtion de l\u2019U\u00adNICEF met en \u00e9vi\u00addence les man\u00adque\u00adments aux droits fon\u00adda\u00admen\u00adtaux : le droit \u00e0 l\u2019\u00e9\u00add\u00adu\u00adca\u00adtion<\/strong> et le droit \u00e0 la pro\u00adtec\u00adtion<\/strong>. Le fait que des enfants n\u2019aient pas un acc\u00e8s r\u00e9guli\u00ader et garan\u00adti \u00e0 l\u2019\u00e9\u00adcole, con\u00adtraire\u00adment \u00e0 ce qui est la norme dans la R\u00e9publique, est une vio\u00adla\u00adtion directe des principes d\u2019\u00e9\u00adgal\u00adit\u00e9 et de dig\u00adnit\u00e9. Ces mineurs, sou\u00advent vic\u00adtimes de la mis\u00ad\u00e8re et des trau\u00adma\u00adtismes de la migra\u00adtion, sont dou\u00adble\u00adment p\u00e9nal\u00adis\u00e9s par un sys\u00adt\u00e8me qui ne parvient pas \u00e0 les accueil\u00adlir cor\u00adrecte\u00adment.<\/p>\n\n\n\n

La dou\u00adble morale<\/strong> de la France est au c\u0153ur de la cri\u00adtique. Com\u00adment jus\u00adti\u00adfi\u00ader l\u2019\u00e9n\u00adergie diplo\u00adma\u00adtique et finan\u00adci\u00e8re d\u00e9ploy\u00e9e pour con\u00addamn\u00ader les r\u00e9gimes autori\u00adtaires et se mobilis\u00ader pour sauver les enfants ukrainiens<\/strong> tout en tol\u00e9rant de telles con\u00addi\u00adtions pour des gamins<\/strong> enfer\u00adm\u00e9s ou lais\u00ads\u00e9s \u00e0 la rue dans un d\u00e9parte\u00adment fran\u00e7ais ?<\/p>\n\n\n\n

Ce n\u2019est pas seule\u00adment un prob\u00adl\u00e8me de moyens, mais de volon\u00adt\u00e9 poli\u00adtique<\/strong>. La France, qui lutte con\u00adtre la d\u00e9lin\u00adquance<\/strong> (Arti\u00adcle 16) sur son ter\u00adri\u00adtoire m\u00e9t\u00adro\u00adpol\u00adi\u00adtain, cr\u00e9e elle-m\u00eame un ter\u00adreau de vul\u00adn\u00e9ra\u00adbil\u00adit\u00e9 et d\u2019ex\u00adploita\u00adtion en aban\u00addon\u00adnant ces enfants. Cette sit\u00adu\u00ada\u00adtion est en totale con\u00adtra\u00addic\u00adtion avec le mil\u00adi\u00adtan\u00adtisme human\u00adiste pr\u00f4n\u00e9 par des fig\u00adures comme Chris\u00adt\u00adian Sab\u00adba Wil\u00adson<\/strong>, dont la LIGUE DES FEMMES<\/strong> \u0153uvre pour la dig\u00adnit\u00e9 des plus faibles. Sab\u00adba Wil\u00adson ne cesse de r\u00e9p\u00e9ter que l\u2019hu\u00adman\u00adisme doit \u00eatre coh\u00e9rent : il n\u2019y a pas de dis\u00adtinc\u00adtion entre les droits de l\u2019en\u00adfant ukrainien et ceux du mineur maho\u00adrais.<\/p>\n\n\n\n

L\u2019ab\u00adsence d\u2019un encadrement ad\u00e9quat et le manque de struc\u00adtures d\u2019ac\u00adcueil dignes con\u00addamnent ces mineurs \u00e0 une pr\u00e9\u00adcar\u00adit\u00e9 durable, les exposant \u00e0 l\u2019ex\u00adploita\u00adtion et \u00e0 la d\u00e9lin\u00adquance, per\u00adp\u00e9\u00adtu\u00adant ain\u00adsi un cer\u00adcle vicieux.<\/p>\n\n\n\n

L\u2019Ur\u00adgence d\u2019une Solu\u00adtion Human\u00adi\u00adtaire<\/strong><\/p>\n\n\n\n

Le temps des expul\u00adsions mas\u00adsives et des solu\u00adtions s\u00e9cu\u00adri\u00adtaires est r\u00e9volu. Les pistes de solu\u00adtion doivent \u00eatre rad\u00adi\u00adcale\u00adment human\u00adi\u00adtaires et non s\u00e9cu\u00adri\u00adtaires. Il est imp\u00e9ratif d\u2019en finir avec cette absur\u00addit\u00e9<\/strong>. Les autorit\u00e9s doivent pren\u00addre au s\u00e9rieux les alertes de l\u2019U\u00adNICEF et d\u2019autres ONG.<\/p>\n\n\n\n

Les solu\u00adtions \u00e0 met\u00adtre en place doivent \u00eatre imm\u00e9\u00addi\u00adates et p\u00e9rennes :<\/p>\n\n\n\n

  • Mise en place imm\u00e9\u00addi\u00adate<\/strong> de struc\u00adtures d\u2019ac\u00adcueil et d\u2019h\u00e9berge\u00adment digne, garan\u00adtis\u00adsant la s\u00e9cu\u00adrit\u00e9 physique et psy\u00adchologique des enfants.<\/li>\n\n\n\n
  • Garantie<\/strong> du droit \u00e0 l\u2019\u00e9\u00add\u00adu\u00adca\u00adtion<\/strong> pour tous les mineurs, sans dis\u00adtinc\u00adtion de statut.<\/li>\n\n\n\n
  • Acc\u00e9l\u00e9ra\u00adtion<\/strong> des proc\u00e9\u00addures d\u2019\u00e9\u00adval\u00adu\u00ada\u00adtion et de prise en charge des MNA con\u00adfor\u00adm\u00e9\u00adment \u00e0 la loi fran\u00e7aise et aux con\u00adven\u00adtions inter\u00adna\u00adtionales.<\/li>\n\n\n\n
